The reason for the proposal by the Ministry of Transport is safety of pedestrians. "Especially in reduced visibility considerably shortens the distance at which the driver is able to spot pedestrians moving without reflectors on the road, which leads to accidents, often fatal," said the office of Minister Anthony Parched (YES) in the explanatory memorandum to its proposal.
The Ministry proposes that pedestrians wear reflective clothing and in a situation where they go on the road or any other road without street lighting and poor visibility. "Reduced visibility refers particularly dawn, dusk and night, during the day, especially fog and heavy rain," he says.
Acquisition costs are not reflective elements according to the ministry too high. "Because it does not provide a detailed specification properties (dimensions, material) nor the location of the reflective element on the garment (only general requirement for visibility by other road users), these costs will on the part of pedestrians relatively low (cost of purchase reflective band on the sleeve of about thirty to forty crowns per pedestrian) and essentially disposable, "says the ministry.
