It is time to finish the jungle of the many small electric vehicles that are now that circulate on roads and sidewalks: the Ministry of Transport has published the decree, concerning experimentation of the micromobilità the electricity that will come into force on next July 27. Now, however, auditors must make resolutions to make it usable. Otherwise - it repeats - you will be able to use, neither on the road nor on the sidewalks.
In any case, the "all clear" for the movement will arrive only for the four new vehicles, namely, the hoverboard, segway, scooters and monowheel. Subject to very strict rules, which is specified with precision in the decree, it is composed of 7 articles and 3 annexes, also with the photographs and the description of the models of the vehicles.
It tries to close, a huge gap because all these vehicles, although useful, are not contemplated in the Code of the circulation, and therefore prohibited.
And we come to the rules: the first is that they must be equipped with a buzzer and with an electric motor to have a rated power of up to 500watt. Not only from half an hour after sunset, during the day and night, when the weather conditions require lighting, vehicles that do not have white or yellow light and are fixed on the back of the reflectors, red or constant red light cannot be used, but only carried out or carried in the hand.
Then, there is the obligation of high visibility retro-reflective vest or suspenders at night and night for the segway and the electric scooter when there are on the roads of zone 30 or the bike path. And then the "tools" capable of developing a speed exceeding 20 km / h should be equipped with speed regulator, while to be used in urban areas, through the regulator, do not exceed the speed of 6 km / h.
And also prohibited the transport of passengers or things and any form of towing. Regular performance must be maintained and maneuvers and acrobatics avoided. Cite the provisions of art. 182 of the Code of Circulation (cycle circulation), when they pass through bike lanes or routes of different natures, footpaths for pedestrians and cyclists, concerning paragraph 10, while the use of pedestrian zones will see the application of art. 190 of the CDS (the behavior of pedestrians). The speed limits indicated in the decree will not apply to electric vehicles supplied to traffic police bodies by art. 12 of the CDS contract, in compliance with the limits set forth therein.
Resistant - thankfully - also the type of approval, this is to ban the many and strange means made in China: all devices must have the CE mark, by the European directive 2006/42 / EC.
And now? "The municipalities will be", explains Luigi Altamura, head of the municipal police of Verona. 7 of the Traffic Code to authorize experimentation, according to a special table that is indicated for each type of vehicle, the area allowed in circulation (for example, bicycle paths, routes, promiscuous, pedestrian and bike lanes, areas pedestrian and zone 30), and the relative speed. "Special attention", concludes Altamura - the municipalities must put in the case of the creation of rentals and services of the devices in the sharing, with the obligation of insurance coverage for the provision of the service.
