Monday, October 15. The gymnasium of the school complex Jana bursting at the seams. Ministers Anna and Zbigniew and his advisor, Michal, came to inaugurate the action "Good to see you". This is a social campaign about safety on the road, with a well-known actor Cezary Pazura, who also came to that day.

As part of the campaign, nearly 3 million reflective vests with the logo of the Justice Fund from which they are financed will be sent to children all over Poland. The solemn inauguration of the campaign is reported in the main issue by TVP and local media.

Michal, a former deputy minister of justice. He retired from office in early 2018 due to the limited number of deputy ministers in the government. However, he quickly became the plenipotentiary and adviser to Minister. He oversees the Justice Fund, which used to finance assistance to crime victims and post-penitentiary assistance for former prisoners, and which - as we have written several times to OKO.

The former deputy minister of justice, Michal, is also the leader of the PiS list of the regional council of the Silesian voivodeship. It starts from Raciborz - the district in which the inauguration of the campaign funded by the Justice Fund was held. Michal, before he got to the Ministry of Justice, from 2014 he was a city councilman in Raciborz.

We wanted to ask Michal how it happened that in the last week of the election campaign, just before the local elections in which he is running for the regional councilor, a huge social campaign funded by the Justice Fund, which he himself supervises, is starting in his constituency. And did he influence the choice of the place where the campaign was inaugurated. However, we were unable to contact him - he had the phone switched off.

The press office of the Ministry of Justice answered the OKO. Press questions. "The action" Good to see you "is completely apolitical and has nothing to do with the election campaign. Her only goal is to increase the safety of children on the roads. "she wrote.

However, it somehow happens that for several months Raciborz has been particularly gifted with money from the Justice Fund.

In January, this year by Michal Signed a contract with the State Higher Vocational School, under which the school received 1.1 million zlotys of funding from this Fund.

Earlier, in March 2018, as deputy minister of justice, he visited the Raciborz command of the Volunteer Fire Brigade. He explained to firemen how to obtain funding from the Fund, which he oversees. In July, up to 4 units of the TSO in Raciborz went equipment worth 51.5 thousand. PLN - financed from the Fund.

The TVN24.Pl portal informed that the money from the Fund goes to the guard units in the electoral districts from which the collaborators of Zbigniew Zebra come from. According to his information, the experts deciding on whom to grant co-financing from the Fund were:

Thanks to Patrick, Michal - politicians of the United Right of Silesia and the Opole region, a total of 7.5 million zlotys went to the local TSOs,

The Foundation for the Celebration of the National Day of Life is responsible for the organization of the campaign "Good to see you". Her boss, Jack, also participated in the inauguration of the action.

What amount did she get from the Justice Fund to conduct the action? When we called Jack to ask him about it, he asked to contact him later. He explained that he had a meeting. Then he did not pick up the phone anymore. The Foundation did not answer any questions we sent via email. Similarly to the Ministry of Justice, which did not provide the amount of co-financing nor did it provide access to the competition documentation.

We wrote about the Foundation of the National Day of Life Celebration Committee and the competition in which it received co-financing from OKO. Press in August.

We revealed that she was the only entity that applied for the 4th competition for funding from the Fund (and 25 million zlotys to be allocated). The proceedings proceeded expressly: on June 29, 2018, the announcement of the competition appeared on the website of the Ministry of Justice, on July 18 the Foundation sent a ready offer, and on July 30, the winner was announced (which became the Foundation).

At that time, it was only known that the Foundation was to organize a campaign on the subject of "proper behavior of an unprotected participant of the road traffic". We now know that the campaign will prepare brochures for all primary school students in Poland and reflective vests. It will be accompanied by a media campaign with the participation of Cezary Pazura.

It turns out that not only the ministerial competition was settled immediately. The Foundation itself also found the contractors of the next elements of the campaign as quickly as possible: from web designers to spot producers. Only with reflective vests was the problem.

Children from other regions of Poland (2,863,026 students) will get them after the local government elections. The deadline for submitting offers for the delivery of vests with reflective fabrics for them was postponed by the Foundation on October 22.

The Ministry of Justice also did not answer the question about why the Śląskie Voivodeship received vests before the elections.
