For infringement has threatened a fine of up to two thousand crowns, "on the spot". But pedestrians must go to the reduced visibility and walking along the road with no street lighting.
Pedestrians should be obliged to use at least one reflective material element on clothing when they go under reduced visibility on the road without lighting. The government today approved the proposal of the Ministry of Transport, which is part of the amendment to the law on road traffic.
For infringement has threatened a fine of up to two thousand crowns, "on the spot". Office administrative proceedings could then impose a fine of 1,500 to 2,500 crowns. The same penalties are threatened pedestrians already for breach of other obligations, typically a bad crossing. Except to be unforeseen circumstances, for example, there is impassable sidewalk and temporarily dysfunctional public lighting.
Under the proposal, the pedestrian is obliged to wear reflective elements positioned so that they are visible to other road users on the road. But only if it moves in reduced visibility on the shoulder or edge of the road at the place where there is no street lighting or where lighting is off.

Reduced visibility next night also means, in particular fog, heavy rain, dusk or dawn. The law does not provide the exact size or location of reflective element on the garment pedestrians. However, they must be visible from the front and rear, a sufficiently large and uncovered. Optimal use is under the Ministry of reflective tape and a hand or foot pedestrian (ideally in both places) facing the roadway.
The Office expects that the acquisition of reflective elements come pedestrians at around 50 crowns, and some of them have and use now. We can also expect a marketing event in which traders need pumping stations offer a reflective elements at a discount or for free as a bonus. The Ministry counts with about five per cent increase in spending of the municipal police (due to the extension of controls). The main benefit for the state to be drop in the number of accidents, including a reduction in related costs.
Visibility increases several fold
The number of pedestrians killed in the Czech Republic while declining (2013 of them died on the roads 134) between the EU states but the Czech Republic still occupies one of the worst locations. The Ministry notes that the obligation to wear a reflective element introduced many other countries, including Slovakia. Reflective material is visible at night to three time’s greater distance than light clothing and more than ten times greater than the distance dark clothing.
The Ministry of Transport was originally considered too stringent option - use of reflective vests, not just elements. But there rejected, as well as milder solution based just another public awareness campaign.
If the amendment is approved by the government and then Parliament should begin to apply from January 2016.
